EclipseUML by Omondo (http://www.omondo.com/) is another possibility.
It plugs into the Eclipse IDE (http://www.eclipse.org/) and the free edition
of Omondo includes all nine UML diagram types.  The enterprise edition is
also
free for use by universities and non-profit organisations.  I haven't used
it,
so can't comment on how good it is.
