I have just discovered that the OMG have issued an RFP for an Ontology
Definition Metamodel:

"This RFP seeks a specification of a MOF2 Metamodel, UML2 profile, and
any additional information needed to support:
* Development of ontologies using UML modeling tools
* Implementation of ontologies in the W3C Web Ontology
  Language OWL.
* Forward and reverse engineering for ontologies."

See http://www.omg.org/cgi-bin/doc?ad/2003-03-40 for the RFP.

The deadline for sending letters of intent to submit a proposal has
already passed (it was June 9), and you have to be a member of OMG
to submit one anyway; however, this may be something to keep an eye
on if any OMG members in FIPA are able to brief us on ongoing
developments in that area.

I see from
http://www.omg.org/techprocess/meetings/schedule/Ontology_Definition_Metamod
.RFP.html
that letters of intent have been received from AT&T, DSTC (Australia), Data
Access,
Gentleware AG, IBM, Project Technology and Sandpiper Software. Inc.
